CSU Shiley Haynes Institute for Palliative Care Announces New Executive Director

The CSU Shiley Haynes Institute for Palliative Care is proud to announce the appointment of Jessica Empeño, MSW, as its new executive director. A seasoned leader in health care, nonprofit innovation and palliative care education, Empeño brings more than 25 years of experience as a social worker and leader, supporting patients and families impacted by serious illness while advocating for patient-centered care, strengthening care systems and fostering interdisciplinary collaboration to build compassionate-centered programs.

Empeño has held leadership roles across hospice, palliative care, dementia services and national health care advocacy organizations. Most recently, she served as national director of clinical engagement and education at Compassion & Choices, where she led strategic initiatives to educate health care professionals, advance policy and expand access to high‑quality end‑of‑life care.

Her career includes key leadership positions at LightBridge Hospice & Palliative Care, Alzheimer’s San Diego and the Alzheimer’s Association. She has secured and managed multimillion‑dollar federal grants, developed innovative care pathways and built strong partnerships across clinical, academic and community sectors.

“I am thrilled to welcome Jessica as the next leader for the institute,” said Patricia Prado-Olmos, CSUSM’s chief community engagement officer. “Her vision and experience will strengthen our mission and advance palliative care education across the CSU.”

Empeño holds a Master of Social Work degree from San Diego State University and graduate certificates in population health management from UC San Francisco and health law and policy from the University of Arizona. She is also an advanced palliative hospice social worker (APHSW‑C).
