Open Forums for Candidates for Associate Vice President, Human Resources

Joanne Tolbert-Wells 
Campus open forum: Tuesday, March 3, noon-12:50 p.m., Markstein 104

Joanne Tolbert-Wells is a seasoned human resources leader with over 20 years of progressively responsible experience in overall HR functional areas, 17 of which were in unionized public and private research universities. She has developed extensive expertise in talent acquisition, employee relations, business and communication process improvement, change management, policy and program development, team leadership, training and development, and executive coaching/consultation. Joanne most recently worked at UC San Diego, where she served as the senior director of human resources organizational effectiveness, and previously as its director of employee relations, policy development and work/life programs. Her HR executive experience includes serving as deputy executive director of administration for the Illinois Student Assistance Commission, where she performed the functions of both a chief HR officer and chief administrative officer. Joanne had direct strategic and operational leadership responsibility there for over 60 employees across three operating divisions (HR, IT and administrative services), serving over 8,000 employees.

Joanne is a strong believer in the intrinsic value of work and the importance of inclusive workplace experiences that inspire engagement, innovation and goal achievement. Partnership, Accuracy, Responsiveness and Transparency (PART) are four key service excellence principles she authored and consistently strives to instill in HR team members and imprint in all of her HR leadership efforts. Human resources leading and doing their PART toward organizational excellence is Joanne’s HR leadership brand.

Joanne earned bachelor's and master's degrees in social work from the University of Illinois at Chicago, and master's in industrial relations from Loyola University Chicago.
